2) Your points are very powerful and I'm sure they will be very compelling once you insert supporting examples. However, you might want to more explicitly state/defend your principles/criteria.
3) A skeptic might not accept the criteria. Perhaps add something concrete about how reparations will improve the lives of African peoples (studies, etc)?
4) In order for weighing to be relevant, you might want to include something that specifics says that the benefit of reparations will outweigh their monetary cost.
5) Until supporting details are added, it's difficult to assess.
So far I think your thesis is good and your arguments are compelling. The main area for improvement (aside from adding those supporting details/sources) is clearly stating your principles/criteria to match your arguments. It looks good so far, best of luck finishing it up!
